These are the qualities and attributes that define Kathy A. Marchione and her dedicated service to Saratoga taxpayers as their County Clerk, a leadership position she has been honored to serve in since 1997, having been re-elected by wide margins to several, four-year terms.
During her tenure as Saratoga County Clerk, Kathy Marchione has transformed, modernized and improved the office. Hallmarks of Kathy’s effective, principled leadership include saving taxpayer dollars, providing high-quality customer service, enacting innovative programs and being continually recognized for her public leadership and management skills.
Kathy Marchione was a driving force behind defeating a costly and intrusive state government mandate that would have forced motorists to purchase new license plates. Kathy also took the lead in stopping a risky, unlawful plan to give illegal aliens driver’s licenses.
As Saratoga County Clerk, Kathy has consistently provided taxpayers a good return on their investment, evidenced by her netting a return that offsets over $10 million yearly in Town and County taxes, processing $60 million yearly in customer transactions and securing $820,000 in record management grants during the last 10 years.
Under Kathy’s forward-looking leadership, Saratoga became the first County in New York State offering DMV “Hours by Appointment” to accommodate the busy schedules of families. She also successfully extended office hours, opened new County DMV customer service centers in Wilton and Clifton Park, along with providing passport processing services at various County locations to further increase convenience for Saratoga taxpayers.
Additionally, Kathy implemented a state of the art computer system to make searching for official records even easier at offices or on-line. In fact, the County Clerk’s Office now has over 10 million pages of documents in its computer system that are now available 24/7. Kathy preserved and celebrated Saratoga County’s rich cultural history through pictorial displays “In the Beginning ~ The Kayaderosseras Patent,” “The Way We Were,” “Treasures of the Past,” and “The Wonderful World of Museums.”
As Saratoga County Clerk, Kathy has primary responsibility for overseeing all land and deed records, as well as being the Clerk of the Supreme and County Courts. She also oversaw a $3.5 million budget, as well as the supervision of 65 employees and the operations of three motor vehicle branches within Saratoga County. Kathy’s office also performs the necessary grant writing to accompany all record management projects.
In 2007, Kathy served as the President of the New York State Association of County Clerks, one of the leading local government organizations in New York State.
She is also a former Advisory Board Member for Leadership Saratoga where she served for fourteen years. Kathy was a long-term member and former Chairwoman of the Capital District Regional District Planning Commission. After serving as the Chair of the New York State Regional Records Advisory Committee (10-County Region) for over 10 years, Kathy was appointed to the prestigious New York State Local Government Records Committee.
Kathy is a four-time recipient of the Annual Achievement Award for Service to the Association of County Clerks and, in 2008, was selected as “Clerk of the Year.” In 2006, Saratoga County was chosen from over 4,000 candidates statewide as the 2006 recipient of the “William H. Kelly Archives Award for Excellence in Local Government Archival Program Development,” which directly commended Marchione for all her work, accomplishments and public service leadership on behalf of Saratoga County.
In 2007 Kathy was the recipient of the New York Association of Local Government Records Officers’ “Wheeler B. Melius Award,” the highest distinction that a records management professional can receive. It is given for outstanding service to the record management community in New York State, as well as for outstanding records management programs.
Kathy is now entering her 30th year of distinguished public service, having been elected to serve as Halfmoon Town Clerk at age 25, and then Halfmoon Town Supervisor, before being elected to lead the Saratoga County Clerk’s Office into the 21st century.
Kathy is also a 25+ member of the Temple Baptist Church, where she currently serves on the greeting team and as activity coordinator for her Adult Bible Fellowship. She is the Church’s former Drama Director and is a continual student of sign language.
Kathy is married to Frank Marchione and is the mother of two grown children, Johnathan (Michelle) Hickok and Michael (Andree) Hickok, stepmother to Bobbie Marchione and proud grandmother to Noah and Jacob Hickok – and soon to be another baby boy Hickok!
